Annagovia, Duchess. The ruler of Borogravia. Widowed before she had children, the Duchess has officially been in mourning for decades, and hasn't been seen for a very long time. Were she alive, as the official position claims, she would be 97. However, she is not. Were this fact widely known, the throne of Borogravia would go to Prince Heinrich of Zlobenia, which is precisely why it stays a secret. Who actually does the governing of Borogravia remains a mystery. The country seems to clunk along any old how without any particular governance; and the wars have continued as a result of continued aggression (some of it even being continued by nations other than Borogravia) and the valiant efforts of the army.
     The ruler of Borogravia is officially also the head of its church, and the people see the Duchess as a mediator between the people and the god Nuggan. Therefore they pray to her as to a goddess. Annagovia's ghost cannot answer prayers, being only one ghost, but she hears them, and they bring her pain. She intervened through Alice Goom, whose faith in her was great, to try and stop the prayers, and to stop the war, and to bring the people the news of Nuggan's death.
